This is an update to the previous update.
Extra logging was added to the send_incompletes process, and it was discovered that the SSL issue was just a waring, and since the fix applied on 2023-06-15 they have been sent as expected. Moreover, the workflows have been triggering as well.
The historical list sending was looked at on a day-to-day basis and in terms of list creation, the numbers sent have been fairly consistent. This differs day-to-day, but has been stable over the past year.
The part of the process that was failing was the workflow triggering - this has now been addressed:

Strategically, this process will still be moved form the quote service to the exchange service. This will however be done at a later date, when the quote service receives it’s Elastic Beanstalk 3.9 upgrade.
