Minor update to flux-callback-services to address some issues found in the new EPA updates.

web_lastname,source,external_refererandinternal_refererfields were cleaned prior to saving in order to prevent entity encoding characters such as124%2F273%2FZ167%2FWEBbeing saved to callback fields.
